Yeah, the curfew is for every student, recall back to Railgun where the Anti-Skills had to chase students back to their dorms. A few exception like the Daihaisensai's Night parade where Students get to go out at night.
Of course, you can play punk like our heroes and heroines but that's on you if you get caught.
