I actually think this title is pretty clever, even though "psychoelectric" is a bit of a weird word (good for Google, though!). The key point of the original Japanese title was basically "eccentric girl and (regular) young boy"... and the plot is basically the "regular young boy" trying to bring the "eccentric girl" back "down to earth". It doubly works given the theme of space, hence "Ground Control".
So anyway, at least it feels like the people who came up with this title actually understood the show in question, and were trying to come up with a title that was a bit more sticky than "Eccentric Girl and Young Boy" (or whatever other word you'd normally use for "denpa")... which really doesn't pop.
And yeah, regarding Haruhi, I agree that it makes more sense when you consider it the title of the first novel contents, that really were about her "melancholy". In the end, the events in that story are really the foundation for what comes next, so it makes some sense to call back to it. There are some other stories that do similar sort of "call-backs" in their title (like SAO, for example).
