hmm not really. I think the entire situation that Konoha village put them both through really caused Sasuke to want to destroy the village. Wouldn't say that he is evil. Seeing that this isn't a ghost in the shell where it will go in and have real revolutionaries. I would say Sasuke and Itachi were more victims. I don't see any evil in either of them.
