Imo, its the inconsistent art style. The episodes with the best animation from my PoV would have to be Ep1, Ep5, Ep7, and Ep20... Ep18 and Ep21 could pull it off too?
The funny thing is too that I think they drew Ranka best in Ep10 when she was playing Mao.
