So they're catering to the games like FPSs that rely on frequent camera control coupled with R1/R2 use? I guess that makes sense.

There's no need to wait for it to happen. There are many custom PS3 controllers that have that scheme already. And they're easy to get hold of if you have a Gamestop store near you. I'll buy one if I ever have the need to replace my Dualshock 3.
