Noticing how you quoted "uniforms," I'll add on about the uniforms that, no, the real skirts aren't short like anime will have you believe. They hover around knee length when worn the way they're meant to be worn. Some girls prefer to roll up their skirts to make them shorter for fashion, however. I'd imagine that there are rules against guys wearing their jackets unbuttoned and such, at least in private schools.
Many schools also disallow long, untied hair, another thing that anime doesn't portray.
