They're not that much older, yeah. That's part of it. Plus, Negi's status as a teacher gives him an air of maturity far beyond his years that probably makes the girls themselves sometimes lose sight of his actual age.
4 years age difference is pretty inconsequential later in life. Nobody would bat an eyelash at a 30 year old dating someone 26, for example.
