In the sense of "a world without Kamijou Touma" he actually pretty much fulfilled, because absolutely everything that's going on, from the actual motivations of the villains and the main characters nothing has Touma as it's center.
Also, no one has mentioned that Touma doesn't think of himself as a hero, and has even said things like "I'll become a hero if needed" throughout the story, just like Shiage and Accelerator.
