He probably formulated a plan where most possible outcomes end up in a personal victory for himself. No matter what happens... something positive will occur. Either Lelouch dies or he learns something. He doesn't care which plan succeeds... just that one does.
Ok, you are right, he has no ambitions for the future, he'd rather keep a status quo with what people 'wants'. He managed to 'read' into Nina's subsequent sucess on the creation of the tools required for the countermeasure... and some how managed to figure out that Lelouch should be able to accomplish an impossiblity.

He most probably read into it that Lelouch would be able to geass him and stop the self destruct sequence of the Damocles.

In truth, when the ideas start moving into the concrete, the last few moves never play out that way.

If thats the case, Prince Schneizel is ALWAYS RIGHT...

Which means, even if he did managed to kill off Lelouch, sacrifice Nunnaly, dominate the world... he would have been right anyway. Which brings us to this, he makes no sense.

If you're right one way or another, whether things go absolutely haywire... there is only one thing you can be.... GOD...
