If you are talking about in-game, then most certainly so.
That Fire Daruma (Hihidaruma/whatever the English name is) is better than Tepig.
Snivy is outclassed by Liligant (was it? Doreidia)
Oshawott............... really doesn't have a rival like the other two. Plus he learns False Swipe.
