Nope, it has nothing to do with mobile suit technology. Basically, it's a box that was supposed to be unveiled at the Laplace ship by Ricardo Marcenas, the first prime minister of the Federation, to commemorate the start of the Universal Century. The box apparently stated that the Federation would grant all future space colonies self-determination, so it somewhat justifies what Zeon had been doing all the while.
The ensuing terrorist attack, from what I vaguely remember, was ordered by conservative factions in the Federation who were opposed to Ricardo's liberal policy. This would prevent the box from ever being revealed and also get rid of Ricardo, who they might have thought would be a stumbling block to their own ambitions.
The terrorist attack succeeded, but the conservatives betrayed the terrorists by detonating a bomb on their mothership, as seen from ep 1 of Gundam Unicorn. However, Syam Vist alone survived and took hold of the Laplace's Box, which miraculously emerged unscathed.
