No, the basic modern version of Selina Kyle is a kid growing up on the streets who eventually becomes an amazing burglar before deciding to become Catwoman after seeing Batman in action.

It is entirely possible. Selina Kyle only becomes Catwoman well after becoming a world class thief. It all depends on what Nolan wants to do with the character.
Personally, I'm interested to see if Nolan includes any of her family in the movie.
