All Fate is doing is spending time with Nanoha and Vivio while her ship is being re-serviced, after that is done she will probably get back to work, after a few chapters of Nanofate fluff of course.
And Devices aren't non-lethal, the magic they are using is what has a stun-setting. But it can very much be lethal.
