The only instances in canon that I can recall are Chrono arresting Aria and Lotte, and Signum kind-of going to arrest Regius Gaiz (after the man was killed though). But I don't think that in either case, they were following any laid-out procedures?

To sum it up: Enforcer = elite of the elite, member of the Navy, conducts interdimensional investigations; Investigator = kinda like a commissioner, a high ranking police detective, usually member of the Ground Forces on a specific world; Inspector = internal affairs of the Bureau.
