That's just keeping it vague for no reason at all. The creators said that Lelouch was dead, even if he was alive I doubt Suzaku would be willing to party like that with Lelouch considering everything that happened and he's forced to wear that mask until his death. Or why would Suzaku be hanging out with C.C. either? He barely knows her and she vanishes at the end while he's stuck caring for Nunnally.
