The question is whether Arc 4 is in an alternative reality to Arc 3 (Tatarigoroshi-hen). If yes, Ooishi might have already retired when the disaster struck. If not, he was missing at the time so presumably he was in some other place or had a means to survive the spread of the volcanic gas because he knew it would happen. If it's not an alternative reality then it's very weird that Rika was killed in exactly the same way in both arcs and the disaster was the same.
I don't know if it's mentioned in the previous tips but this time it was said Rika was drugged before being murdered which makes the version of K1 suddenly losing it and killing her quite unlikely (if it is the same universe and not an alternative one in which she was killed in a similar way, that is).

Well, I didn't mean Ooishi should have killed them, more like wounded and arrested them. Still, I see why he chose not to do it. But if the deal had been struck beforehand Ooishi could still have been in the conspiracy and might have just pretended to help Akasaka. What I don't get is why that minister didn't change his mind when he got the kid back and didn't give a green light for the dam project.
