in the movie, though, he appears in the soul society like he goes there all the time. the film never explained how he was allowed to enter, so i presume that the rules were changed possibly because of the conclusion of the events of the fake karakura town arc (assuming that's a good ending)

yeah, you're right, and the original exile had nothing to do with rukia so erasing her shouldn't have done anything to undo the exile. in fact, removing all memories involving rukia would likely also mess with events that could reveal his innocence and end up preventing the removal (or prompting the reinstatement) of his exile.
