The Chocolate symbolizes Chihiro's feelings for Yuuki (and Daiki) and the thing that is holding her back from being with him. There's a reason you must play Chihiro's route first, and that every other route prominently features a segment (typically evoking the same Insert Song) that highlights Chihiro being rejected by Yuuki. Ultimately, to a certain degree, all of the routes are about Yuuki and Chihiro, and that's "chocolate". Some of the individual routes also have an additional role for "chocolate" related to that specific heroine, but that's just thematic (because of the club, and Yuuki's hobby). As the subtitle says, it's really referring to "a girl that hates chocolate", and that's Chihiro.
As for the Election, this is the element that sets the story into motion. We see most of the mechanics in the True Ending (shown first), so they don't repeat them in every other ending (and actually I thought that was pretty good of them; sometimes they just showed quick shots to allude to things we should already know and so save time). But even if the election itself isn't focused on in every route, every route still revolves around what happens in the election both in the setup and the denouement.
So it may be a minor point, but I think "Love and Election and Chocolate" is a very suitable title for this game, again with the understanding that Chihiro's route is the "canon path" and all the others are variants that build on it. On a symbolic level, I thought it made perfect sense.
But of course, as I said, YMMV on the story. I liked it well enough, though I agree that some of the plot twists were a bit silly.
