While the EXA-DB allowed Ezelcant to put his plan into effect more quickly, I don't think it's what got him started on it. After all, Ezelcant was talking about the entire history of human conflicts.
And besides, didn't Asem say that Ezelcant happened to have discovered part of the EXA-DB after his plan has been set in motion?
