To me, there's a difference between trying to be entertaining in a general sense, and pandering to a specific audience with stuff like in-jokes and common tropes.
For example, the "Survival Strategy!" sequence in
Mawaru Penguindrum isn't pandering to anybody in particular (yes, it references
Sailor Moon briefly, but you don't have to get that to enjoy the sequence): It's just trying to look awesome and cool (and succeeding, imo).
