The EF's leaders was a corrupted and arrogant group of people, of course Zeon got the amount of followers it did when you take a look at how the EF leaders ran things.

Zeon (and it's reincarnations) are in no way a good group of people,most of their leaders are insane and powerhungry maniacs, but they shouted change, and that's what alot of people wanted/needed, see Marida's conversation with Banagher towards the end of Unicorn episode 2

From a logical standpoint, any democracy, regardless of corruption within the government, is infinitely better than any dictatorship, specially one that loosely resembles national socialist ideals.
