It sounds as if Yuuto Tonokawa is now the planning and scenario lead, even if Maeda is on board as one of the writers.
Tonokawa taking over has been planned for a long time (Maeda wanted to bow out and groom a successor after writing Clannad), which is possibly why they once said that Komari represented the future of Key.
