Yes, it is a plothole, but I can live with the "It's an ancient elf magic, that can only be used once." explanation. I have seen far worst plotholes in other animes.
Overall it was a very nice episode. More story and they toned down the fanservice greatly. Siesta becoming Saito's maid made me laugh and Tifa's song was really really great.
