Your explanation is right but there is something odd.

If you are a captain like she was, she would do the best for her pilots. If she believes that the American mecha is better than the Japanese one, then she would do nothing because the guy would be more efficient with the mecha that he always uses. So if she forces him to use a different mecha in a life / death situation that means that she believes that the Japanese mecha is better in the end and is the difference between life and death. So, Japanese mecha is better than American mecha. Lets not forget that she has combat experience and he has none which means that newbie should listen what the older ones have to say like in any war. I think this is what I was trying to say.
