IIRC, Total Seal Break actually, which affects
barriers, not
shields (the difference of which has already been explained in the manga). While I don't have trouble believing that Nanoha can overpower a shield with SB based on sheer power alone, that's not the same as having the ability to totally destroy the shield based on its properties and not its power.
