Are you referring to Mifuyu? Since Michiru has shown no signs of anything so far.
If Michiru, she is probably a very shy girl who is nervous to express her emotions, considering she is very new to this concept of love. Besides, she does not know if Yuuki likes her back in that way, and there are other girls more agressive in pursuit of Yuuki. She probably does not think she has a chance.
As for Mifuyu, it has more to do with being Chisato's friend. She does not want to ruin her friendship with Chisato, since she values that relationship so much.
