doubtful. in kakashi gaiden, obito was nothing like madara. also, reincarnation is not a theme of naruto. each generation is it's own set of individuals who are empowered by the teachings and sacrifices of the previous generations.
depending on how things go, it is likely that obito is directly related to madara though. not only did he have the latent talent for MS, but it is clearly odd that zetsu was there to save part of obito (or however it happened it involves akatsuki preserving part of him in some way). i highly doubt they were watching all uchihas all the time in case one of them died to get their sharingans. it's possible, but pretty far fetched. i think it's more likely that madara knew obito was special, probably one of his descendants, and had zetsu keeping on eye on him. this would especially be the case if madara had already implanted a part of his chakra into obito before kakashi gaiden to be unsealed at a later time. then preserving obito in such a way would be imperative
