I think it stems with Jinta for not letting her go. So when he finally actually wants there to go she will, that is just my thinking or maybe until everyone lets her go.

Could be, but I don't think the firework was her wish, plain and simple - and I'm still not convinced this is all going to come down to a single, specific "wish". One way or the other, I think there's a very direct connection with Jinta's mother in whatever brought Menma back, and whatever will allow her to move on.
