Even if it's not there, but somewhere else in New World, than how the heck would people visit anyway? So many people fear Grand Line, and over half of those that are in GL don't ever go to New World. So if he'd made a restaurant close to Raftel and have all those fishes delivered it would be almost the same as having restaurant in All Blue - that is
legendary sea that nobody would visit anyway Oo.
