I'll give you a reason. Remember this "new age" Doflamingo keeps going on about, I don't think he's going to sit back and just wait for it to happen. He's going to try and play an integral part in making it happen himself. With an ambition like that, the marines aren't going to sit back and let him do what he wants, so there's probably going to be a lot of resistance from their end.
One Pacifista has the power to take on a 600 million berri crew by itself, if they can mass produce those things the world government would be unstoppable. I'd think it would be in Doflamingo's best interest to gather as much information about this as possible, especially from Kuma considering him and Vegapunk are the source of all the Pacifista.

Yes, indeed the deeper you go the
less likely it is that their would be a traitor amongst the marines, but that doesn't mean its impossible. For all we know there could be an adimiral or VA traitor. No one is above corruption.
