For the most part, Guido is correct. Of course let me add one last detail about episode 16 before going into 17.
For the most part, this episode was an RUC episode:

The RUC Girls are pretty much adjusting to their new boss (nice to see Roze is the same as ever), and everything just moves at a normal pace; however, Sylvia is not at all pleased with Roze as her commanding officer and refuses to acknowledge her as that. Just then, the RUC girls get a call about a mission over in a ruined section of town. Celica and Sylvia are dispatched in their cybersuits, with Celica at sniper position and Roze looking from above on top of a building. Things look like they're going well until one of the crooks throws a flash bomb to the ground, making Sylvia vulnerable. With the situation tense, Roze goes in with her pistol and takes care of the matter successfully (side note: the criminals once knew Roze before she became an RUC officer). With the mission finished, the girls head back to HQ, in which Rally acknowledges them all, specifically Roze, on a good job.
Still not convinced about this development, Sylvia challenges Roze to a cybersuit battle. With the other girls looking from above, Sylvia appears to have the upper hand, that is until Roze's suit has a strong reaction.
ADVANTAGE: Roze
Sylvia is defeated, and accepts her defeat gracefully in front of her colleagues, but behind closed doors, she feels rather disappointed in herself.
Moments later, as Axcela tries to gain access to one of the rooms, her card doesn't work. But when the door opens, Axcela finds Rally conversing with Roze and finds out something very shocking indeed as Guido had mentioned. Back inside the work room, Celica had received a notice of termination from the RUC (meaning she just got fired) based on "poor performance in the previous mission". As it turns out, Roze made the recommendation. Sylvia is outraged of this and inadvertedly quits the division, but not without confronting Rally one last time. Axcela stops Sylvia and tells her about the conversation she heard between Rally and Roze (turns out Rally rigged Roze's suit to give her an advantage over Sylvia). Sylvia confronts Rally, wanting answers about what was going on. At that time, there's a small moment of intimacy between the two, until Rally stabs Roze in the stomach and leaves her for dead. It's at that point Rally reveals his true intentions to a dying Sylvia. The other girls come in to find Sylvia in a puddle of her own blood, in which Rally then labels her as a "traitor" in front of them. So what will become of the remaining RUC girls?
