ADV records their dubs in Houston, Texas, though, so the chances of her being in the actual ADV dub (or any other California VA's mentioned) are not great. Sheh is one of those VA's that have traveled (been in NYAV Post and FUNimation dubs), so it's not entirely out of the range of possibility but still seems unlikely to me.
