Let's just wait for the moment when Lotte's mother gets some character development in the manga. Right now everything about her is kinda mystery. We don't know why she gave Ashua to her father and everything we know are rumors and assumptions of other people. For example cutting out the flashback was Lotte's mother ever seen with another male in the manga? Right now the mangaka could easily turn her into a caring but misunderstanded mother.
