To me it looks more like some form of King's Haki. Luffy can order the people around, and they follow his command, even if they don't want (at least it seemed this way, when he was fighting the amazon sisters). So I think the next step would be controlling without speaking.

I really don't know why some people just have to bring in the Haki thing for every minor issue.
Doflamingo's ability may simply be a devil fruit. In fact, it is much more likely to be a devil fruit than anything else. Controlling peoples' limbs has nothing to do with the principle of the "Breath of all things". Sorry, but you're about...80% likely to be wrong. Going by logic alone, though, so I could be wrong, too.
