Pass: Mjolnir armor and SPARTANS in general are OBSOLETE compared to the 8th Armored Infantry and their counterparts from the Arm of Orion from Section 8. A good squad would rip apart Master C in seconds and unlike him they don't have a 10+ year training cycle and procurement.
