The Vagans plan to invade Earth
with their fortress was stopped. They failed to stop the Federation forces and take control of the colony and use that as a forward base to invade. And the Downes was destroyed, preventing it from accidentally crashing into the planet.
Hence, the Earth was protected. They were not lying there.
