HA! Awesome Villain. I like the one that Key keeps using in their games as a plot device.
Seriously though I'd have to say Char Aznable. He's not really evil, but makes decisions that can be deemed as such. Plus he has possibly the most genuinely fleshed out character of any villain in anime history.
