Up to your choice really, since the Silverbacks ARE the main characters, being a sidestory and all, but you might already read some of the review complaining the lack of canon character's appearance.

I myself have no problem with that, some of my non-I.S. stories are like yours, almost detached off the main plot.

Maybe Stratos wanted a plot like Front Mission 4, where Daryl and Elsa (the two main characters) are linked through the intertwined worldwide plot than direct interaction. Likewise, Saga frontier 2, Wil and Gustav only met once in a mission, and that's about it. There's a trope for that.

(FM4 actually got one of the best/worst, these two did speak with telephones, but that's about it, they NEVER met at all)
