I know that a lot of Buddhism has to do with good and bad karma and how you get reincarnated into a lesser form if you have too much bad karma and vice versa.
Maybe they're saying that the ultimate kings are exceptions from the normal rules of what is "good" and what is "bad"? That's my best try at deciphering that. :s
