Yup, you can choose a specific Servant to summon if you possess something that was important to them in their lifetime.

In Archer's case, he got summoned because he owned something that belonged to his summoner, so it's the reverse.

And either way, masters tend to summon servants with a similiar property/personality to themselves, so that's another factor in determining what they'll get.
