Nisio may not be in charge of art, but that doesn't mean he doesn't have any input. It's natural to assume the idea was his when you consider how it blends to the chapter. Still, I think these are most likely mutual decisions and they only work this well thanks to the skills Akatsuki picked up from his earlier works as RIROLAND.

I was just saying that credit should be given were credit is due. Akatsuki has great art but people do sometimes forget that Nishio is "just" the author, not the artist.
