they're just using Kanba. As we have seen, Kanba's faith in them is unbreakable, and until now we were lead to believe it was a good thing that he trusted them so much. Now this may come to bite him in the ass though.
They and Sanetoshi are working together to change the world to what they believe is the "correct path" (complete what they initiated on 1995). Nothing good is going to come of it, of course, and Kanba is ultimately a victim who trusted too much for his own good.
Shouma, I bet, is a key piece in all this. After all what he did shouldn't be possible unless you're "you know who". They probably want to use him in some way or another. He's also a victim of course.
