What you're implying means that Kaitou either opened the window for someone hanging from a rope ridiculously for an unknown reason, or that he opened it beforehand for the murderer to coincidentally enter through.

The former seems a little ridiculous, and the latter would be based too much on chance for it to plan a murder around. I will say the former is possible as a bit of sly persuasion could have convinced Kaitou that the killer was hanging there for some reason, but once again, it seems far-fetched.

Also, recall that nobody heard the murder occurring. If that window had been opened during the murder, the chances of someone in a nearby window hearing the sounds involved would drastically increase.
