It certainly gives them a "club" to claim all the "hooligans" are being motivated by outside enemy forces (the usual claim by authoritarian governments when confronted by their own citizens).

In what may be more appropriate to put in "News of the Silly", I watched a fair amount of the US Republican presidential hopeful discussion tonight. Lets just say "creating a narrative unconstrained by facts" came to mind frequently. I'd compare it to..... oh, saying Roosevelt was responsible for the results of the Hoover administration disaster (1929 meltdown and the after effects). Oh wait, they think we need MORE 1890s-type robber barony to fix the country.
