I chose yes because Jiraiya chose her. I bet that if there was no one else, Jiraiya would have taken the job. He believed that she would do a better job than him, because he knew what kind of person she was. Before Naruto made her realize her loved one's dreams to protect Konoha, she didn't really care at all. I believe it is not strength alone that should determine who should become a Hokage. It is what you feel towards the village. So I believe that she can do the job well.
