I actually like the sound of this. So you have a long range weapon that can be used to deter vehicles from getting close, but that doesn't insta kill them like the Spartan Laser? I can dig this.
Though if there IS a weapon charge (and no scope), I'd hope that a direct hit on a player would be an insta kill. Since otherwise it's just not remotely as useful as the Sniper rifle at making kills.
