The Gandalfr runes are incredibly vague like that. For example, it allowed Saito to fly a plane, even though a plane itself is not strictly speaking a weapon. The guns
on it were weapons, but that did not stop Saito from flying the entire thing.
So how do we classify what the runes enhance? Anything designed with offensive purpose in mind? Because a good deal of magic falls under that.
