The finality and sacrifice of the technique is something that makes it so 'ultimate'. That's not even going into the whole symbolic nature of the technique (the ultimate sacrifice to protect the ones you love), and reversing the technique would instantly make the symbolic nature of the jutsu meaningless (not to mention it would be kind of stupid if the previous Hokages never had their village use the reverse-technique to end their torment).
