Stay in close range. Use the melee into special, that knocks them up and keeps them from escaping your range.
Teleport? Yeah, that's hard for me too. Supposedly you're just supposed to tap it to get near the opponent.
Trust me, Shamal was hard for me as well and Sailor Beamspam doesn't make things any easier.
