Even though Nadekos reason for doing it are as you say pervy... "she's always wanted an older brother" perhaps to feed the desire to have a brother complex, it is socially acceptable.
Its like a Korean girl will call her boyfriend oopa... even though that can translate to roughly mean brother. Analogous to Japan, where your age and standing come with all kinds of salutations and such. Even among kids the rules are there.
